OPeNDAP allows one to give a application a url and have it directly download data. To read this data into matlab use 
loaddap('http://213.55.84.78:8082/SOURCES/.Features/.Political/.Africa/.Districts/.country_na/feature_id+integral/feature_id+differences/dods')
